乾隆末年，诸皇子争位，其中最有可能继位的是为乾隆所称许的十一皇子永瑆和十五皇子永琰。为此，众大臣在朝野内外明争暗斗，二位皇子的母亲也频出奇招以讨乾隆欢心。永琰天性豁达，对此了无兴趣；永瑆却充满野心，并得和珅鼎力相助，渐占优势。为对付永琰，和珅将其心上人花椒下狱；永琰冒死救出，和珅随即派兵追杀。乾隆得知，要求和珅誓死保护。是杀是保，和珅两难，最后只好应承以先求自保；可永瑆不惜牺牲盟友，着兵全力追杀。事已至此，和珅只好携永琰逃亡。永琰之母认为永琰如此景况是因花椒，便逼花椒嫁给了永琰的好友福康安。永琰得知，误为乾隆所为，就发誓不回宫，并力荐永瑆为太子。永琰对福康安娶花椒之事一直耿耿于怀；为报复，便将其身世公诸于世，福康安无法接受一病不起。当永琰知道真相后追悔莫及，哀求乾隆骗福康安乃高贵血统；福康安终于在谎言中平静死去。此时，永瑆还惦记着皇位，永琰还想与花椒再续前缘，可惜世事难料……
