这计划是把全日本国民的个人情报、全国的监控镜头、电邮及电话的通讯资料等收集成为大数据，再配合过去15年的犯罪资料，以人工智能及统计学进行分析，找出很有可能将会犯上杀人罪的高度危险人物。为了把“未犯系统”实用化，资料课就要利用这些危险人物的资料，出动进行潜入搜查，了解目标何时何地为何会杀谁，从而阻止案件发生。所以表面上的资料课，实际是叫做“未犯”的全新刑侦系统。
