故事由乾隆皇帝的汉人身世传说展开，并着重阐述了红花会众英雄反清复明的血泪故事。清朝乾隆年间，江南武林帮派红花会总舵主于万亭夜闯禁宫揭示乾隆为汉人后，遭清兵毒手杀害，遗命由年轻义子陈家洛接任总舵主之位。陈家洛接任时看到于万亭遗书，遂知乾隆有可能是与自己有亲缘关系的汉人血统。不辱使命的他领导红花会众义士与乾隆进行了一连串的抗衡和周旋，经过无数曲折，终能劝说乾隆一同订下驱清复明的大计。
