“九•一八”事变爆发，家破人亡的武林志士华志强与恋人张小叶逃离故土。两人途中失散。小叶避难于以当了汉奸的姨夫魏辛家。志强则被中华武馆的杨馆长收留。外交官间谍坂田为征服中华武术界，安排自己的儿子小次郎杨馆长比武。后设计毒死杨馆长。华志强为师傅报仇，打败小次郎。坂田唆使忍者砸武馆，志强逃出，在黄河边苦练绝技。不久，苦练忍术后的小次郎约志强在长城一决雌雄。志强最终获胜，而坂田突然下毒手，志强倒在枪口下。
