本项目最早能追溯到2009年，当时还是凯瑟琳·毕格罗准备在《拆弹部队》之后拍摄的电影。2017年4月，据悉由于很不满意J·C·尚多尔改写过的剧本，汤姆·哈迪和查宁·塔图姆双双退出，当时距本片原定的开拍时间仅有四周。就在不到一个月后的5月初，外媒首次报道了Netflix有意接手该项目，并想邀请本·阿弗莱克与卡西·阿弗莱克兄弟补缺，与马赫沙拉·阿里共同主演。

《赤裸朱丽叶》讲述了一个女人Annie有一个音乐发烧友的男友Duncan，有一天他收到了偶像Tucker Crowe寄来的音乐小样《赤裸朱丽叶》，视若珍宝，可是安妮听了之后却觉得很差劲。她在网上发布了对这支曲目的恶评，没想到Tucker Crowe却给她回信了，一来二去之后两个人关系日渐紧密。由于Tucker Crowe本人的作风问题，他有很多私生子找上门来，Annie在这个过程中给他出了很多主意，最后他们发展出了一段恋情。Jim Taylor和Tamara Jenkins将操刀剧本，贾德·阿帕图、Albert Berger和Ron Yerxa共同制片。
宋元一原本是一名普通的出租车司机，儿子宋跃因踢球腿骨折，昂贵的康复费让宋元一犯了难，谁料想醉酒乘客徐财神把里面含有大量现金的包落在了宋元一的车上。同一时间，快递员周几在屡屡投诉中失业。丢包的徐财神因为包中藏有犯罪秘密而心神不定，无奈几个手下办事不利，徐财神找到周几，并给他“所有的尊严与成就都来自于金钱”的错误灌输。就这样，周几和宋元一在寻包和藏包的追逐战中分别踏上了非正义之路。
