故事的舞台是一个叫“Chuggington”的小镇，那里住着各种各样的火车。英语的“Chuggchugg”相当于日语的“Shushupopo”，将“chugg”和“town（小镇）”组合成“Chuggington”，也就是小镇名字的由来。在这里住着许多火车，他们和人类一起生活一起从事各种各样的工作。主人公是住在这个小镇上的小见习火车3人组，他们是“威尔逊(Wilson)”、“可可(Koko)”和“布鲁斯特(Brewster)”。故事描述了生活在Chuggington镇的3人，在火车前辈的指导下经历各种各样的事情，一起欢笑难过，一起成长的过程，既让人轻松愉悦，也不乏温馨感动。
故事发生在解放军某部的基层俱乐部。因老主任调离，很有文艺天分的侦察营二级士官富晓乐阴差阳错的当上了俱乐部的“代理主任”。原本一心想在训练场上争先夺冠的侦察训练尖子富晓乐，并不十分情愿当这个文化“官”儿，但深知“服从命令是军人天职”的他还是走马上任了，上任前，他与顶头上司贾干事私下定了“口头合同”，这个“代理主任”多则半年，就放他回战斗连队去干本行。
